Requirements

Participants may use the substitute address when they interact with state and local government agencies. If they present an ACP authorization card, state and local government agencies are legally required to accept the ACP substitute address as the participant’s address when creating a new public record (RCW 40.24.050). The substitute address may be used in place of the participant’s home, work, school, or mailing address.

Agencies are prohibited from requiring the participant to disclose the address of actual residence.

The ACP substitute address may be used on public records such as:

  • Driver licenses/identification cards/vehicle registration
  • Voter registrations
  • School records
  • Public library cards
  • Social services records (nutrition assistance, child support, cash assistance, etc.)
  • Police reports including incident reports, citations, witness statements and arrest reports
  • Court documents

Agency staff are encouraged to contact ACP at (360) 753-2972 to verify if participants are still actively enrolled in the ACP.

The Secretary of State serves as the participant’s legal agent for service of process. Staff may accept service on behalf of the program participant (WAC 434-840-080).
