The following is a list of proposed initiatives to the Legislature filed to date with the Office of the Secretary of State. To be certified, a petition must contain the signatures of at least 179,248 registered voters. The deadline for filing petition signatures for the following initiatives is 5:00 p.m. December 31, 1998. Questions regarding the content of initiatives should be directed to the sponsor(s).

NOTE

Initiative numbers are not assigned until the proposal has been reviewed by the state Code Reviser and the sponsor has submitted the final language of the proposed initiative. The content of initiatives is described as general "subject matter" pending the issuance of an official ballot title and summary by the state Attorney General.

Ballot Measure Summary
This measure would apply to the Congress of the United States to call a constitutional convention. The convention would be for the purpose of considering possible amendments to the Constitution. The measure includes a proposed amendment to the United States Constitution which would make acts of Congress, decisions of the federal or state courts, and actions of the President subject to review by national electronic vote, and would allow future constitutional amendments by electronic initiative.

Ballot Measure Summary
This measure would limit the salaries of elected or appointed government officials to four times the average income for state citizens; eliminate the statutes of limitation for job-related crimes committed by government officials; require polygraph examinations of government employees; and establish a citizen panel to oversee the recovery of wasted funds. The measure would also require the employment security department to conduct administrative hearings with three-member citizen panels chosen at random, replacing administrative law judges.

Ballot Measure Summary
This measure would allow a non-resident of Washington to carry a concealed pistol in this state with either a Washington or an out-of-state license. The bearer must be twenty-one years old or older. An out-of-state license would be recognized only if issued after a criminal history and mental records check and a finding that the bearer is legally qualified to own or control a firearm. Washington residents could receive completed Washington pistol licenses by mail.

This measure would reduce the state property tax for the common schools from $3.60 per thousand dollars of assessed value to $1.80 in 2000 and 2001, and would eliminate the tax in 2002. Public agencies would be required to exercise eminent domain powers before imposing use limitations on property, including open space and wildlife habitat requirements. The taxable value of such property would be based on a current use assessment, if requested by the owner.

This measure would reduce the state school levy for public schools to $1.80 per thousand dollars of assessed value in 2000 and 2001, and would eliminate this levy entirely beginning in 2002. Amounts equal to 1998-1999 public school spending would be transferred from the general fund to a new account dedicated to K-12 public education. Governments would be required to use negotiation and purchase in order to impose "open space" requirements on private property.
