The purpose of this project is seeking a firm to provide services to implement and maintain a grant management system (GMS) to manage processes related to the administration of grants to libraries statewide.
The Washington State Secretary of State, Washington State Library (OSOS), is initiating this Request for Qualifications and Quotations (RFQQ) to solicit proposals from firms interested in participating on a project to implement and maintain a grant management system (GMS) to manage processes related to the administration of grants to libraries statewide. The Washington State Library (WSL) receives more than $3 million annually from the federal Institute of Museum and Library Services (IMLS), funded by the Library Services and Technology Act (LSTA). A portion of these funds (estimated around $400,000) are sub granted directly to Washington libraries for special projects, and WSL seeks a software platform that will streamline and simplify granting processes for WSL staff and subgrant recipients. Currently, WSL uses a homegrown system of spreadsheets, online surveys, and calendar reminders to manage grant processes.

The Office of the Secretary of State (OSOS) seeks proposals for a preservation project of newspaper microfilming and possible digitization, secure storage of master negatives, and production and selling of duplicate service copies of microfilm.
Using the services provided by the Contractor, OSOS will supply the Library’s customers with newspapers on microfilm and, when possible, in digital format.
OSOS needs 35mm silver halide first generation master negatives and second generation print master negatives stored in a secure, protected, climate-controlled storage area which meets standards as described by the Library of Congress.
OSOS needs third generation service copies in 35mm positive silver halide copies to add to the Washington State Library collection for customer use.
There is a Pre-Proposal Conference scheduled on April 12, 2023 at 10:00 am PDT. Proposals are due May 10, 2023.

The Washington Secretary of State, Washington State Library Division (OSOS), is initiating this Request for Proposals (RFP) seeking responses from firms interested in participating on a project “On Demand Library Centered Learning Platform for Washington State Library” to deliver a training environment which is immediately accessible and available online. This platform will enable library staff around the state to access the training.
OSOS is seeking a platform with which to deliver self-directed training components to library staff as needed and on demand. Proposals are sought that provide ready-to-use tutorials for the most used library electronic resources and that include courses offered by OSOS. Proposer’s courses must be library centric, web-based training and always available. Modules on relevant current issues to enhance library customer service are needed. Modules for learning should have appealing graphics to call attention to the resources. These resources should be not only ready to use tutorials professionally produced but also can host instructional videos and tutorials produced by OSOS staff. The look of the website should be able to be co-branded with the WSL and OSOS logos and contact information. Resources provided by the firm should be constantly reviewed for content, revised if necessary, or removed when no longer relevant. There must be an unlimited number of tutorials that can be hosted on the site. In addition, there must be the ability to create learning sub platforms that are specific to OSOS project managers area of expertise.

The purpose of this project is to capture Washingtonians’ digital skills needs to work, learn, access services, connect to community and otherwise thrive.
The assessment shall gather new information using mostly small-scale, qualitative methods, with emphasis on historically underrepresented audiences. The project team should include qualitative researchers and be willing to partner with liaison organizations with strong relationships to these audiences.
The assessment’s findings should help providers of digital skills support to develop responsive services and apply for program funding. Providers include libraries, community-based organizations, government agencies, health providers, K-12 schools and higher education, tribes, and workforce development. Ideally, the assessment will form a foundation for continuous improvement in understanding and supporting Washingtonians’ digital skills.
The Washington State Legislature provided funding for this project and required that it be completed by June 1, 2023 whereby OSOS must submit a report to the governor and the legislature by that date. The deadline for completing the Contract is May 26, 2023. See 3.2 C Project Schedule for discussion on OSOS meeting contract conclusion requirements.

The Office of the Secretary of State, Washington State Library, is initiating this Request for Qualifications and Quotes (RFQQ) to continue a project which will enable OSOS to enhance the growth of the Washington Digital Newspapers program at the Washington State Library.
OSOS will provide raw TIFF images created to NDNP standards as uncompressed, 8-bit grayscale, 300-400 dpi, or born digital PDFs, which may need to be cropped & deskewed; have issue structure created, Optical Character Recognition (OCR) and METS/ALTO data applied. OSOS seeks flexible options for in-house production so that some metadata processing projects can be done onsite by a small team of OSOS staff using the system concurrently with product support from the chosen vendor. OSOS will reserve the option to have select, larger projects processed by the vendor. All projects will then be completed and verified for best quality by OSOS staff.
